An electric discharge, like a lightning strike or spark plug can mostly span the EM spectrum and definitely both can emit in the radio spectrum of Arecibo. The EM spectrum can vary, or peak at certain frequencies based on the type of gasses in the cloud or atmosphere as well. For example, in the Earth's upper atmosphere plasmoid relativistic jets, AKA blue jet discharges, cause the surrounding air to emit in the UV due to the nitrogen there. But generally, an electric discharge in the cloud can cause an electron transition of gases vs a light source from behind. Light from behind is not blue shifted nor red shifted by a cloud that it passes through but can attenuate or be blocked at certain frequencies.
